A safe place for tourists is a street down by the river, just by the black sea cruise ships' docking area. It has a few restaurants on it, is owned by the mafia, who keep it clean with a daily ritual of throwing the drunks and beggars into the river at about 8am. There's a guy running a book on which victim will float and which will sink. You can get good odds sometimes.
