I always have a quick look at the the Kremlin web site and this appeared today .

What on earth is this ?
who gets a pardon and " Why " ?
Do we have one intelligent on the ball Russian who can answer that question , sensibly ?
Why was Khodorkovsky not on the list ?

Dmitry Medvedev signed the first executive orders on pardons in 2009.

The President pardoned 12 individuals convicted of minor crimes and sentenced in court to prison terms of one to two years.

Under the Russian Constitution, the President is entitled to grant pardons. The Presidential pardon is given on the basis of the decisions taken by special commissions in the regions of the Russian Federation.

Amazed at its incongruity
From international matters to pardoning a dozen petty criminals .
I expect they were guys who had annoyed the Gang Master over nothing and Dmitry had to rescue them -- Chauffeur shut door too slowly , maid forgot to give him a blow job etc
